Study on industrial relations in state and local government agencies

The aim of the study is to map the situation of industrial relations in Estonian state and local government agencies. For this purpose, industrial relations practices, opinions and attitudes of different parties on industrial relations and the regulations in this area have been analysed. The study included interviews with state and local government agencies as employers, trade unions and employee trustees in these companies as well as trade union organisations in public sector and federations of trade union and employer organisations.

 

The study was undertaken in cooperation by the Centre for Applied Social Sciences (CASS) in the University of Tartu and Praxis Center for Policy Studies. The study was commissioned by the Ministry of Social Affairs and financed by the European Social Fund.
