This assessment of public health capacity in the EU was conducted by a consortium of six organisations (Maastricht University, EuroHealthNet, ASPHER, EHMA, EUPHA, IUHPE) combining specific expertise with capacity mapping and capacity building for public health and health promotion.

In order to review public health capacity in Estonia, information was collected in three phases according to the common methodology used in all countries. The three phases were:

• based on accessible and available information an evaluation questionnaire was filled in;
• the questionnaire was verified in cooperation with all the main stakeholders and public health experts in the focus group;
• a summary overview was compiled.
