Eve has been an education policy analyst at Praxis Center for Policy Studies (Estonia) since 2008. Her main activities include carrying out and managing various types of research and analysis projects, conducting impact evaluation, designing and conducting training courses. While her research interests include international and comparative education, teaching and learning, inclusive education, the research-teaching nexus and education-labour market compatibility, her scope of work has included different education sectors such as basic education, upper secondary education, higher education, adult education, and youth policies.

Eve has comprehensive competence in qualitative research, data analysis and implementation of inter-disciplinary projects such as the study of labour demand and graduates’ employability in the ICT sector or gender equality in teacher training and university curriculum. Eve represents Praxis as a national coordinator within the European policy network on education of immigrant and minority students SIRIUS. Eve has also been involved in initiating and designing several projects on the topic in collaboration with international as well as local partners and produced comparative cross-national analysis on situation and support in migrant education.

Her experiences in the field of evaluations include the evaluation of the implementation of seven European Social Fund measures in the area of work in Estonia; ex-ante evaluation of the EU structural funds in Estonia for the period 2014–2020; assessment of study programmes of teacher training and educational science at Estonian higher education institutions; evaluation of IMPART projects.

Eve teaches courses on international and comparative education as well as gender and education at the University of Tartu. Eve holds an M.A. degree in International Education and Development from George Washington University (Fulbright Scholar) and an M.A. degree in School Management and Mentoring from the University of Tartu. She is a PhD student researching higher education at the University of Tartu. She has a teacher training certificate and her previous professional experience includes working as a teacher and curriculum developer at Tartu International School and working with online training courses at the United States Institute of Peace.
