Evaluation of women entrepreneurship programmes

The Council of Europe Development Bank (CEB) supported, together with Nordic Investment Bank (NIB), women entrepreneurship in three Baltic countries in 2002-2003 with 6 loan programmes.

In 2007 CEB initiated the ex post evaluation of the series of programmes with the purpose of helping to understand the impact of Bank operations, to draw lessons and develop appropriate recommendations aimed at improving the quality of operations and the effectiveness of monitoring.

Local support for the evaluation (internet survey, interviews, analysis) was carried out by project team including:

  • PRAXIS (project leader),
  • Baltic International Centre for Economic Policy Studies (BICEPS) from Riga, Latvia (Maija Kāle)
  • Kaunas University of Technology from Kaunas, Lithuania (Monika Kraučionenė & Dajva Valiukonyte)
