A comparative analysis of the Ministry of Social Affairs and its governance area institutions was carried out. In case of three benefit administrators (Estonian Health Insurance Fund, Estonian Unemployment Fund and Social Insurance Board) the level of integration, the organisational practices, soundness and required changes to the current arrangement are assessed.

Results showed the necessity for organisational improvements in the field of social affairs. A more rational division of functions between the ministry and implementing institutions is needed. Recommendations were made to redesign several measures and to improve the administration of benefits.
