One of the most important reforms in Ukraine is the reform of the Ministry of Interior Affairs (MIA) and it’s policy domain. The first step was the reform of police that is considered to be one of the success stories. The next reform wave is planned to include the work of the rescue services. Since 2016 there has been a plan to engage rescue volunteers in the work of rescue services (State Emergency Service of Ukraine) in case of emergencies. That would significantly decrease the response time to emergencies and help to save lives and assets of the people. MIA and rescue services are very interested in piloting the rescue volunteer model in Dnipropetrovsk Oblast and engaging the Estonian Rescue Board and other Estonian experts into consulting the pilot project.

The project is implemented by Praxis in cooperation with INTELCOM EST OÜ and the Estonian Rescue Board.
