This project evaluated the breast cancer and osteoporosis screenings financed by the Estonian Health Insurance Fund. To evaluate these projects it was necessary to become familiar with the organisation’s structure, the project’s documents and to carry out interviews with those who participated in the project.

An important part of the evaluation was comparing targets and results which was based on both the project at hand as well as the requirements for similar screening projects elsewhere in the world.

Evaluating both screening projects revealed that the targets set at the beginning of the survey were fulfilled. Still, it is possible to make the survey more effective by different project management measures, such as a wider employment of document management systems and the continued development of the monitoring systems of the project’s results.
