The project analyses the process and phases of development and training activities. The training process includes four steps: analysing, planning, implementation and evaluation. All of these steps were examined, interviews were conducted with personnel and training managers, and discussions were carried out in the project team.

The results of the project are the following:

  • Overview of the phases and activities of current training process
  • Summary of the survey results
  • The optimal model of training process
  • Comparison between the ideal and the current situation + conclusions
  • Suggestions for developing the training process, and specifying the roles and tasks of the stakeholders
  • Suggestions to enhance the implementation of trainings

    The suggestions from the project can be divided between two development pathways:

    1) Removing shortages from the training process and establishing a process that would be consistent both in the sense of activities and services, and also in different levels of governance.
    2) Rearranging the training system in order to increase the quality and influence of training.

    The main conclusion from the project is that the centric training system needs to be reorganised with the purpose of improving the quality and influence of civil service training.
